BOX 467 GOLDEN, COLORADO 80402 <br />September 10, 2012 <br />RECE <br />s- ?122 <br />iv;s;M n g & SOW <br />CEC's first response addresses the apparent inconsistency with respect to a Mass Balance value, as <br />presented in the AHR Report. A review of the data submitted (page 107 of the AHR Report) confirmed <br />that a typographical error was made during the preparation of this portion of the Report. The correct <br />volume of remaining spoils is 331,332 BCY. Two copies of a revised page 107 are enclosed with this <br />letter. Please substitute them for the original page, previously provided. <br />t <br />This letter and attachments provide Coors Energy Company's (CEC) response to the Division of <br />Reclamation Mining and Safety's ( CDRMS) letter of 04/03/2012, which constituted a review of the <br />reclamation portion of the 2011 Annual Hydrology and Reclamation Report (AHR Report). In its review <br />letter CDRMS identified two concerns with respect to the AHR Report submittal: 1) the Mass Balance <br />calculation; and 2) revegetation success versus noxious weeds and herbaceous production. <br />The second CEC response addresses the CDRMS concern regarding incorporation of noxious weed <br />species in the vegetation cover and herbaceous production reporting, in the annual vegetation <br />monitoring and bond release applications. Based on the CDRMS evaluation, and on subsequent <br />discussions with CDRMS revegetation personnel, CEC engaged Savage and Savage (Savage) to review <br />and analyze the development of the original revegetation standards for vegetation cover and <br />herbaceous production in Technical Revision 37 (TR37). Utilizing the same data set employed in TR37, <br />and the same conditions and specifications (negotiated with CDRMS during the review and approval of <br />TR37), Savage developed new predictive equations for revegetation success for vegetation cover and <br />herbaceous production. The new equations remove the species that are now deemed unacceptable by <br />CDRMS for use in revegetation success comparisons. Included in this discussion is a recap of the <br />
