OF COO
9
DEPARTMENT OF NATURAL RESOURCES
e97
 * David H.Getches,Executive Director
MINED LAND RECLAMATION DIVISION
fig-6 DAVID C.SHELTON, Director
Richard D.Lamm
Governor
DATE: December 19, 1985
TO: Mike Long
FROM: Candace Thompson
RE: MID-CONTINENT PRELIMINARY COMMENTS ON REVISION OF CHAPTER ONE - LEGAL
AND FINANCIAL INFORMATION
On December 17, 1985 I called George Wear and discussed with him my
preliminary comments on Chapter 1. They are detailed below. I would
appreciate it if you could review them along with this chapter and identify
any further comments or revisions required.
On page 2, under the tabulation of tracts and acreages, there appears to be
some missing information concerning the Jutey property.
On page 9, under Compliance Information, George clarified the reasoning behind
the present wording. Paragraph 1 states that Mid-Continent Resources, to the
date of submission of this application had not had its permit suspended. This
is the correct wording due to the fact that this submittal is an updating of
the original application and not a re-application. Concerning the second
paragraph under Compliance Information, George has agreed to delete "alleged"
from the pattern of violations. George has also agreed to delete "alleged"
from all references to violations that were upheld and penalty paid. I also
noted several typos marked in red through the body of this chapter. I told
George that any violations which had been vacated do not need to be included,
however, he decided for the record that he would rather leave them in.
'-"a b I
G4apter G - Other Licenses and Permits is presently undergoing another update
by Mid-Continent. Further review will be required for this table. The legal
description in Appendix I-A-I does not coincide with the original application
legal descriptions. George referred me to the attached revised property
holdings map and also clarified the revision of several tracts. I still need
to go through these tracts in more detail and make sure that the legal
descriptions are correct.
Under Appendix I-1 -1- Public Notice, George had submitted a proposed Public
Notice in the form required for permit revision. We need to decide if
Mid-Continenct' s revision of the Permit Application to include the numerous
TR' s, MR's and PR's requires formal publication and, if so, as what. George
brought up the point that as this revision is an updating to include the
previously approved revisions that the publication requirements have been
fulfilled. What is your opinion? Also, George needs to include the original
public notice for the existing application in this section.
/vj r
5M Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
