The report states that Energy Fuels (EFCI) needs to <br />extract the loose cable that is located at the bottom of the well or establish a new well that will measure <br />ground water elevation and quality within 30 days of the inspection date. <br />EFCI subn'its that, based on the results of a DRMS Inspection conducted by the Division's <br />hydrologist only one month earlier (April 17, 2012), Well NWMW continues to accomplish its intended <br />purpose or, as very succinctly stated in the April 17, 2012 Inspection Report: "this well serves the purpose <br />of detecting, measuring and sampling water in the flooded Southfield mine workings ". There is no <br />evidence that there was any change in the condition or functionality of the well between the two <br />inspection dates. <br />In support of the findings April 17, 2012 inspection, we are enclosing a basic water flow chart for <br />review. The water flow test on NWMW during the April 17, 2012 inspection consisted of more than 1500 <br />gallons of water gravity fed through a 3 inch diameter hose 12 ft in length to the well casing. Given the <br />height of the water truck and tank there was more than 4 vertical ft of head for flow in the 3 inch diameter <br />hose. The enclosed flow chart indicates a `minimum' of 140 GPM (gallons per minute) flow rate, gravity <br />fed. Inspector Gorham's report states that after the water valve was closed to the hose, sounds of the <br />rushing water in the well ceased in about one minute indicating that there was a minimal build -up of <br />water in the casing and that the casing was open to the majority of the estimated 140 GPM flow rate. <br />Additionally, the obstruction in the casing was measured at 354 ft from top of casing. The depth <br />of the well is recorded as 378 to 380 ft. The well was used as a `dewatering' well in the coal seam. The <br />
