This project, known as the Huntsman Project, will stabilize the
north facing slope of the refuse pile_
As you may be aware,a portion of the north facing slope of the Old Refuse Pile located adjacent
to the 001 pond inlet ditch is extremely over steepened, and as a result has suffered some degree
of movement towards Coal Creek. The Division's field observations indicate that a potential
exists for continued movement in the future. A large scale or deep seated failure would negatively
impact Coal Creek. The Division believes it is necessary to take measures to decrease the
potential for a failure to occur.
The proposed project area is located south of, and generally adjacent to Coal Creek, east of the
Dutch Creek Flume, north of the power line which traveuses the crest of the Old Refuse;Pile;, and
west of the 001 ponds. The permit document submitted by Mid-Continent Resources at Map 11-
B-7 indicates that this north facing slope was constructed prior to enactment of the Surface
Mining Control and Reclamation Act of 1977. Field observations indicate that this area has not
been affected by mining operations since that time. Thus, the;site has been deemed to be eligible
for remediation with Federal monies made available through the Abandoned Mined Lands
Program.
The scope of the project is to create a less steep slope configuration by removing a portion of the
refuse, placing topsoil materials over the cut slope, and revegetating the area. Care will be taken
to minimize sediment delivery to the 001 pond system through use of sediment control devices
adjacent to the 001 pond inlet ditch.
Although final volumes have not been finalized, it is cstimatud that bct\vecn 20,000 and 30,000
