MINE ENGINEERING
MINE RECLAMATION
March 23, 2012
J. E. STOVER & ASSOCIATES, INC.
2352 NORTH 7th STREET, UNIT B
GRAND JUNCTION, COLORADO 81501
PHONE: (970) 245 -4101, FAX 242 -7908
Janet Binns
Division of Reclamation, Mining and Safety
1313 Sherman St., Room 215
Denver, CO 80203
Re: New Elk Mine Permit C- 1981 -012
Minor Revision No. 111
Drainage Updates
Dear Ms. Binns:
CIVIL ENGINEERING
CONST. MANAGEMENT
RECEIVED
MAR 2 6 ?01?
Division of n camation,
Mining and Safety
On behalf of New Elk Coal Company, (NECC) enclosed is an application for a minor revision to
update some drainage features at the New Elk Mine. NECC plans to revise the upland diversion
ditches around the potable water tank and install a 10" flow meter in the Pond 1 primary
spillway.
Installation of the potable water tank interfered with ditch D18. About 575 feet of D18 east of
the potable water tank is no longer functional. To minimize the drainage area flowing to Pond 7,
D26 will be extended about 425 feet to the west to intercept most of the drainage that was
flowing to D18 as shown on Map 13. The 575 feet of D18 east of the potable water tank will be
reclaimed. Exhibit 19(20) demonstrates that these drainage modifications are not significant and
ditch designs do not have to be revised.
Considering that the disturbance associated with constructing 425 feet of D26 is less than 0.1
acres, a reclamation estimate is not provided.
The primary spillway for Pond 1 is a 24 inch diameter corrugated metal pile. The Division of
Water Resources has asked NECC to install a 10" diameter flow meter in the primary spillway.
A discussion of the flow meter was added to revised page 2.05 -19.
Please call with any questions.
Sincerely,
J. E. Stover, P.E.
Consulting Engineer
