(GCC) hereby requests the Division's approval of the following technical revisions to <br />Mining Permit No. M- 2002 -004 (Revision AM1), for the Red Rock Plant and Limestone Mine (the Facility) in <br />Pueblo, Colorado. These requested revisions are explained and discussed below. GCC's check in the <br />amount of $216 is enclosed to cover the Technical Revision fee. <br />Modifications to conform with modified Air Permit: <br />o Increase limestone production from 1.5 million tons per year (tpy) to 2.25 million tpy. <br />o Increase overburden stripping from 405,000 tpy to 690,742 tpy. <br />o Increase the number of acres undergoing active quarrying from 15.5 to 40. <br />o Replace the hours of operation requirements for quarrying and overburden activities with <br />a restriction on daily production tonnages. <br />• Increase the amount of the reclamation bond to account for additional acreage requiring <br />reclamation. <br />• Change the name of the facility to conform current usage. <br />Modifications to Conform with Modified Air Permit <br />GCC has filed an application with the Colorado Department of Public Health and Environment (CDPHE) <br />to allow the Facility to increase production of clinker (intermediate product) and portland cement (finished <br />product). This production increase will allow GCC to more fully utilize the production capabilities of the <br />Facility's 5 -stage pyroprocessing preheater/ precalciner configuration. To support the increased <br />production, limestone production and overburden removal must also increase accordingly. <br />To accommodate the increase in limestone production from the quarry, GCC proposes to increase the <br />active quarry area from 15.5 acres to 40 acres. This proposed increase will allow GCC additional <br />acreage in which to conduct overburden, quarrying and limestone crushing activities. However, there will <br />be no change to the overall quarry footprint, which is shown on Exhibit B -2 of GCC's mining application. <br />Stormwater runoff will continue to be temporarily stored within the pit sediment retention pond. The <br />retention pond was designed and sized to hold storm water runoff from a 10 -year, 24 -hour event and the <br />sediment yield of the entire footprint of mining block years 1 through 5 (85 acres).
