GCC Rio Grande, Inc. (GCC) hereby requests the Division's approval of the following technical revisions to
Mining Permit No. M- 2002 -004 (Revision AM1), for the Red Rock Plant and Limestone Mine (the Facility) in
Pueblo, Colorado. These requested revisions are explained and discussed below. GCC's check in the
amount of $216 is enclosed to cover the Technical Revision fee.
Summary of Requested Modifications
• Modifications to conform with modified Air Permit:
o Increase limestone production from 1.5 million tons per year (tpy) to 2.25 million tpy.
o Increase overburden stripping from 405,000 tpy to 690,742 tpy.
o Increase the number of acres undergoing active quarrying from 15.5 to 40.
o Replace the hours of operation requirements for quarrying and overburden activities with
a restriction on daily production tonnages.
• Increase the amount of the reclamation bond to account for additional acreage requiring
reclamation.
• Change the name of the facility to conform current usage.
Modifications to Conform with Modified Air Permit
GCC has filed an application with the Colorado Department of Public Health and Environment (CDPHE)
to allow the Facility to increase production of clinker (intermediate product) and portland cement (finished
product). This production increase will allow GCC to more fully utilize the production capabilities of the
Facility's 5 -stage pyroprocessing preheater/ precalciner configuration. To support the increased
production, limestone production and overburden removal must also increase accordingly.
To accommodate the increase in limestone production from the quarry, GCC proposes to increase the
active quarry area from 15.5 acres to 40 acres. This proposed increase will allow GCC additional
acreage in which to conduct overburden, quarrying and limestone crushing activities. However, there will
be no change to the overall quarry footprint, which is shown on Exhibit B -2 of GCC's mining application.
Stormwater runoff will continue to be temporarily stored within the pit sediment retention pond. The
retention pond was designed and sized to hold storm water runoff from a 10 -year, 24 -hour event and the
sediment yield of the entire footprint of mining block years 1 through 5 (85 acres). Therefore, an increase
