MANAGEMENT <br />On behalf of New Elk Coal Company, (NECC) enclosed is an application for a minor revision to <br />obtain approval to construct two buildings, drill five geotechnical holes, construct light use roads, and <br />incorporate a letter into the permit from CDPH &E regarding use of flocculent. <br />The buildings are an office shop and pump house. The 100 foot by 50 foot office shop will be <br />constructed west of the preparation plant. The 12 foot by 12 foot pump house is located below pond <br />1. <br />The five geotechnical holes are located at the west mine where a second development waste disposal <br />site may be proposed. The 6 inch diameter borings will be drilled to depths of 50 to 70 feet. The <br />light use roads, if necessary, will be constructed with a small track dozer. Light use roads will only be <br />wide enough to achieve safe access of the drill rig. A track mounted drill rig will be used if one is <br />available. Light use roads will not need to be constructed if a track mounted drill rig is used. <br />Approximately 675 feet of light use road construction is proposed. Holes will be drilled from the <br />light use roads so no drill pads will be required. <br />NECC's CDPH &E discharge permit allows for the use of one flocculent. NECC requested and <br />obtained approval from CDPH &E to use a second flocculent. <br />There will be about 0.2 acres of disturbance associated with the project which corresponds to 675 feet <br />long and 10 foot wide roads.
