Pineda <br />Director <br />The Colorado Division of Reclamation, Mining, and Safety (CDRMS) has reviewed and found the above referenced <br />report to be in compliance with the following CDRMS regulations: <br />4.09.1(11)(a) Inspected at least quarterly by a reregistered engineer or other qualified professional specialist in <br />construction of earth and rockfill embankments under the direction of a qualified engineer <br />throughout the construction. <br />The certified report covers the third quarter monitoring period from July to September 2011, and the <br />inspections were conducted by yourself, a certified engineer. <br />Provide to the Division a certified report within 2 weeks after each inspection that the fill has been <br />constructed as specified in the design approved by the Division, The report shall include a <br />description of any appearances of instability, structural weakness, and other hazardous conditions. <br />The inspection was conducted on September 29, 2011, and the report was received by the Division <br />on October 11, 2011. According to the report, no instability, structural weakness, or other hazardous <br />conditions were noted during this inspection. <br />1. According to your report, wet topsoil was observed at the time of the inspection. The location of this wet <br />spot was reported to be above the 7470' bench elevation, ten to fifteen feet from the south collection ditch. <br />A small spring was discovered at this location. To mitigate this issue, a trench was dug with a track hoe to <br />the south collection ditch and backfilled with screened rock. The report indicates this item will be an <br />inspection point in the future. The Division concurs that this issue will need to be monitored to ensure the <br />mitigation methods used continue to function. <br />Office of <br />Denver • Grand Junction • Durango Active and Inactive Mines <br />
