I, Tonia Marie Perkins, a Licensed Professional Engineer in the State of Colorado, in accordance with <br />2CCR407 -2, Section 4.09.1(11), have conducted a quarterly inspection of the Horse Gulch Fill <br />construction. This quarterly inspection was conducted on September 29, 2011. The fill was inspected <br />for stability, and no appearance of instability, structural weakness, or other hazardous condition was <br />observed during inspection. Wet topsoil was apparent at the time of the inspection just above the 7470' <br />bench elevation, ten to fifteen feet from the south collection ditch. A small spring was discovered, the <br />area was excavated, so that a trench ran the water to the south collection ditch. The trench was <br />backfilled with screened rock and will be an inspection point in the future.
