t . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . ... 1 <br />NOTES ON RECLAMATION OF PHASE 1 AREA <br />The Phase 1 area will be subdivided into four main sediment basins, which <br />will contain the wash fines generated from the processing of the sand and <br />gravel. Some of the main basins may be further divided if needed into <br />smaller basins. <br />The basin barrier berms or dikes between the basins will be progressively <br />built up as the wash fines are deposited in the basins. The top of the dikes <br />will finally be at three feet above the pre- mining groundwater level. The <br />wash fines will be deposited to two feet above pre- mining groundwater <br />level, thus no exposed groundwater will remain. The discharge pipe from <br />the wash plant will be relocated as the basin is filled to allow for even filling <br />of the basin. The top of the dikes will be ten feet wide to accommodate <br />equipment vehicles. <br />The elevations of the filled basins will be highest in the northern section <br />and be slightly lower in the southern section. In the final reclamation, <br />channels will be cut periodically through the elevated dikes to allow runoff <br />water to flow to the lowest basin at the southeast corner. Here a discharge <br />channel will carry runoff into the drainage ditch and then be discharged <br />into the River at the historic point When the Phase 1 area is vegetated in <br />riparian forest and wetland, it is unlikely runoff water will be discharged <br />through his channel. <br />Weed control, especially for Tamarix, should begin as soon as plants are <br />seen invading the basins. Even partially filled basins can develop weed <br />problems and should be treated. Access will be via the dikes and <br />temporary planks for weed control workers. <br />If after several years the desirable species such as cottonwood and willow <br />are not adequately regenerating in areas of the basins, cottonwood and <br />willow stems will be transplanted at the rate of 100 per acre in those areas. <br />These transplants will initiate more tree growth by their spreading roots. <br />Side slopes leading from the unmined adjacent land will be graded to a <br />slope of 3:1. <br />The plant site, when no longer needed, will be scarified to a depth of one <br />foot, covered with six to eight inches of topsoil, and planted with the seed <br />mixture stated in Exhibit E. <br />The old discharge pond in the extreme southeast corner of Phase 1 will <br />remain in place. Any waste piles will be graded down. The discharge <br />channel will remain to carry normal runoff.
