Specifically, clarification is provided with regard to the nature
and duration of the cement manufacturing use permitted under SUP 1999 -002.
Per Title 17 of the Pueblo County Code, an approved special use shall run with the land for
which the permit has been issued and may continue in perpetuity unless specifically provided
otherwise by the terms of such permit or unless, upon abandonment of such use, the County
takes affirmative action to terminate the special use. In short, approval of a special use
effectively changes the zoning of the subject property to specifically allow for the use(s)
identified in the special use permit subject to any further express conditions set forth in the
permit.
SUP 1999 -002 permits (i) mineral extraction and accessory processing activities and (ii) cement
manufacturing. Upon the cessation of all extraction activity, SUP 1999 -002 requires the
reclamation of only those lands used for mineral extraction and accessory processing activities.
Conversely, SUP 1999 -002 does not require reclamation of the land used for cement
229 WEST 12 STREET • PUEBLO, COLORADO 81003 -2810 • (719) 583 -6100 • FAX (719) 583 -6376
