Grass hay or straw will be applied as mulch at a rate of one ton per acre on all seeded areas. In <br />section 2.05.4(2)(e)(iv), the text states that mulch will be applied at a rate of two tons per acre. <br />Please clarify why two different rates are being used or make appropriate corrections. Also, it <br />is unclear how the mulch will be held in place. Please describe the method of holding the <br />mulch in place (crimping, tackifier etc.). <br />Rule 2.05.4(2)(e) Revegetation Plan <br />67. The text in section 2.05.4(2)(e)(i) states "The time frame for the revegetation could vary from <br />as little as five years to more than ten years. Permanent revegetation would be conducted <br />during the 3`d and 4th year following permanent cessation of operations." It is unclear how the <br />meaning of the first sentence relates to the second sentence. Section 2.05.4(2)(e)(i) states that <br />reclamation of the site will take four years. Please clarify what the five to ten year time frame <br />is, how it relates to the four year reclamation plan and the definition/difference between <br />revegetation and permanent revegetation. <br />68.
