Re: Annual Reclamation Reports for 2006, 2007, 2008, 2009 & 2010
Yoast Mine Permit C-1994-082
The Division has reviewed the 2006, 2007, 2008, 2009 and 2010 ARR reports submitted by Seneca Coal
Company for the Yoast Mine. The ARR's were received on March 9, 2011 March 19, 2010, February
26, 2009, March 12, 2008, and March 9, 2007 and contain information on revegetation, weed control
and wildlife monitoring. The reports were filed in a timely manner, and were thorough and
comprehensive.
The Division has the following comments and questions as a result of the review.
1. In the 2009 ARR, under the weed control tab, target species C, D and O are missing from
the reference section at the bottom of the page. Please explain which target species these
letters indicate.
2. The acreage values in the Report Form submitted by SCC with the 2006 ARR are not
consistent with the values from the 2007 report. Please review the items described below
and provide a corrected report form for the 2006 ARR. Discrepancies include:
a. The cumulative total of backfilled and graded acres reported in 2006 ARR is
645.0 acres. The 2007 report indicates that 674.8 acres were backfilled in 2006.
b. The cumulative total of topsoiled acres in the 2006 ARR reported in was 615.4
acres. The 2007 report indicates that 618.3 acres were topsoiled in 2006.
C. The seeded acreage values reported are also inconsistent. The 2007 report states
that last year's cumulative total was 576.4 acres. The actual 2006 reported total
