MR -95 identifies the need to drill an additional sixteen (16) angle boreholes in panels 17 and 18 to facilitate methane <br />drainage. Of these sixteen boreholes, only eight (8) are on Forest Service surface: the 17 -06B and 17 -06C, the 17 -08B <br />and 17 -08C, the 18 -06B and 18 -06C, and the 18 -09B and 18 -09C angle boreholes. <br />As a result of our review of the adequacy of measures to protect federal resources and the post- mining land use, we <br />identified that the project impacts are similar to those analyzed in Oxbow's previous TR -64 and TR -65. Attached is a list <br />of conditions needed to protect federal resources and to support the post- mining land use of aspen management, as <br />defined by the GMUG Forest Plan. These conditions are identical to the conditions submitted for the previous technical <br />revisions. <br />Of note is that several conditions relate to operations in an inventoried roadless area (IRA). These are needed to satisfy <br />direction we received to minimize entry into, and alteration of the inventoried roadless area.
