STATE OF COLORADO
DIVISION OF RECLAMATION, MINING AND SAFETY
Department of Natural Resources
1313 Sherman St., Room 215
Denver, Colorado 80203 C O L O R A D O
Phone: (303) 866-3567 D I V I S I O N OF
RECLAMATION
FAX: (303) 832-8106 MINING
DATE: March 3, 2010 SAFETY
Bill Ritter, Jr.
Governor
TO: Mike Boulay, Kent Gorham, Jim Stark and Marcia Talvitie
James B. Martin
FROM: /Joe Dudash Executive Director
RE: Bowie No. 2 me, Permit No. C-1996-083, Bowie Resources LLC
Permit Revision No. 12, West Mine Expansion, Request for Assistance
I am requesting your assistance in the adequacy review of Permit Revision No. 12 (PR-12) for the Bowie
No. 2 Mine. Due to difficult mining conditions in the northern part of the Bowie No. 2 Mine permit area,
Bowie Resources LLC (BRL) is proposing to curtail mining to the north and expand mining to the west.
BRL intends to transfer 2,379 acres of their Bowie No. 1 Mine permit area and add 57 acres of new area
into their Bowie No. 2 Mine permit area. Under a separate permit revision, the Bowie No. 1 Mine permit
area will be correspondingly reduced in size by about 2379 acres. All Bowie No. 1 Mine baseline
information, hydrology and subsidence monitoring and liability in the transferred permit area will remain
the responsibility of BRL but through the Bowie No. 2 Mine permit. Therefore, the reclamation costs for
some drill holes will be transferred to the Bowie No 2 Mine. It also appears that Bowie is proposing to
eliminate some hydrologic monitoring to the north. Portions of Steven's Gulch Road and the Pitkin Mesa
Pipeline are projected to be impacted by subsidence.
I am requesting the following adequacy review topic assignments:
Mike------Groundwater Issues
Kent------General Subsidence Issues
Jim--------Reclamation Cost Estimate Issues
Marcia ---- Geotechnical Subsidence Issues
There is only one copy of the PR-12 revised text that shows the text revisions. Therefore, this copy will
be scanned under "Complete Text Submittal" for PR-12, with deleted text noted by str-il etk lines and
revised text noted in grayscale. I have one copy of the text and maps in my office. Other copies will be
sent to Marcia and Mike.
PR-12 was called complete on March 1. Therefore, the Division's adequacy review letter is due Friday,
April 30. I would appreciate your adequacy review comments back by Monday, April 26. If you need
additional time or information, please let me know. Thanks for your assistance!
Attachments (Marcia-text and maps)
(Mike - maps only)
cc: Sandy Brown (without attachments)
Dan Hernandez (without attachments)
c: /word2007/bowie2/pr l 2memo 1
Office of Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
