The technical revision request is noted as
adjusting the mine plan, movement of a portable asphalt batch plant on to the site, and re-alignment of the
entrance and haul roads. Additional information was supplied by United as requested on January 19, 2011. The
Division is approving TR-03 which:
1. Realigns interior haul roads and the access points to the pit within the permit area.
2. Removes all mine phasing.
3. Notes a portable asphalt plant will be moved on site for an extended period that is not defined.
The Division will be inspecting the site in the near future. A bond recalculation will need to be done to address the
total acreage disturbed and potential new acreage disturbance in any given year at that time. Please be advised
that without mine phasing, if no concurrent reclamation occurs the bond could potential increase every three
years. Also, as discussed, United needs to insure that all asphalt reject is cleaned up on a periodic basis and place
where there is no potential to rest in stormwater for more than 24 hours. Failure to abide by this request will
result in the requirement of another technical revision to formally adopt a cleanup plan to prevent potential
hydrological harm issues.
If you need additional information please contact me at the Division of Reclamation, Mining and Safety, Grand
Junction Field Office, 101 S. 3rd St., Suite 301, Grand Junction, Colorado 81501, or by telephone no. 970.241.1117.
Sincerely,
G.
