Pinecla <br />Director <br />The Division of Reclamation, Mining, and Safety (Division) has begun the approval of United's request for a <br />Technical Revision (TR) for the above referenced permitted site on November 26, 2010. The technical revision <br />request is noted as adjusting the mine plan and re-alignment of the entrance and haul road. Realignment of the <br />roads is straight forward. It appears however that there are some issues that need additional information or <br />clarification. Please address the following based on comparisons to Map C-2, approved mine plan map, dated <br />11/1/04 in the file: <br />1. The Temporary Road Sequence on the submitted map does not include a Temporary Road #3. Please <br />clarify the omission. <br />2. All mine phasing has been removed from the submitted mine plan map. Please clarify whether the <br />proposed mine excavation will continue as approved or if United is requesting elimination of the phasing. <br />This has a direct affect on the reclamation liability estimate. <br />3. The new mine plan map indicates a concrete and wash plant. A review of the permit notes portable <br />concrete and asphalt plants are possible. Does the new map depict portable units or construction of new <br />fixed facilities? If new, please provide details of these areas including buildings, structures, and <br />stormwater control features. Will the plants require water and air discharge permits or modifications to <br />current exisiting health department permits in place? <br />Please provide the information by December 17th, 2010 to ensure that the Division has time to review prior to the <br />decision date of December 22"d <br />if you need additional information please contact me at the Division of Reclamation, Mining and Safety, Grand <br />Junction Field Office, 101 S. 3rd St., Suite 301, Grand Junction, Colorado 81501, or by telephone no. 970.241.1117. <br />Sincerely, <br />A. <br />G.
