Director <br />RE: Fruita Loadout — Permit Application No. C -2010 -088 <br />Preliminary Adequacy Review — Engineering 1 Geotechnical <br />As requested in your memo dated 4 October 2010, I have conducted a review of the application <br />for the Fruita Loadout submitted by J.E. Stover & Associates on behalf of CAM - Colorado, LLC. <br />My review focuses on the Engineering and Geotechnical aspects of the application, including <br />mine facilities, stockpile areas, roads, stability analyses, and the proposed bridge across Reed <br />Wash. These subjects are covered in Sections 2.05.2 and 2.053 within Volume I of the permit <br />application and are illustrated on various maps within Volume II. <br />Rule 2.04.6 GeoloQV Descriotion <br />1. The first sentence of Section 2.04.6 indicates that the discussion of geology is derived <br />from the 1955 Grand Junction Soil Survey. The Division has compared the text provided <br />with the application against the Geologic Map of Colorado published in 1979. We <br />suggest that the names of a number of the geologic units have been revised, and that <br />recommend that portions of the section be reworded as follows: <br />First ¶ <br />• 1St sentence: "The following discussion of geology is derived from the 1955 Grand <br />Junction Soil Survey and from the 1979 Geologic Map of Colorado." <br />• 4th — 5 th sentences: "To the north and northeast, the Mancos shale is capped by the <br />Cretaceous Mount Garfield Formation and Sego Sandstone, forming the Book Cliffs. <br />The Book Cliffs stand out in bold relief above the valley, rising in elevation from 5,500 <br />feet at their base to a crest of 6,500 to 7,000 feet. <br />Second ¶ <br />• The Mount Garfield Fm. and Sego Sandstone contain buff to yellowish -brown sandstone <br />bedded with soft gray shale that contains one or more beds of bituminous coal and <br />underlying thick beds of sandstone that rest upon the marine Mancos shale. <br />Fourth ¶ <br />• 1 St sentence: Overlying the Mount Garfield and Sego Sandstone are the Hunter Canyon, <br />Wasatch, Green River and Uinta Formations, which successively rise to the lava- capped <br />deposits on Grand Mesa. <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines <br />
