"'.1; 1 <br />RE: Twentymile Coal Company - Foidel Creek Mine (Permit No. C-82-056), Minor Revision <br />(MR10-250) -18-Left Compressor Building <br />Dear Mr. Musick: <br />Twentymile Coal, LLC (TC) requests CDRMS approval of a Minor Revision to our existing approved <br />Permit for installation, operation, and reclamation of a Compressor Building at the existing 18-Left <br />(18LT) Shaft location. The proposed Compressor Building will be a pre-fabricated steel building <br />installed over the existing compressor installation, and will involve minor surface excavation, boring <br />of shallow auger holes for support piers, and extension of the existing concrete compressor pad. <br />The proposed 18LT Compressor Building will be located on the existing 18LT Shaft Pad and within <br />the existing 18LT Shaft Installation surface disturbance area, and will involve no new or incremental <br />disturbance. Construction for the 18LT Compressor Building will involve boring up to 14, 12-inch <br />diameter auger holes to a depth of approximately 20 feet for concrete support piers; over-excavation, <br />replacement, and re-compaction of surface soil materials under the pad extension footprint; placement <br />of reinforcing steel and pouring of the support piers and pad extension; and erection of the pre- <br />fabricated steel bulding. <br />Drainage for the existing 18LT Shaft Installation is controlled by the existing two-cell 18LT <br />Sedimentation Pond and site-specific drainage and sediment control measures. The proposed <br />Compressor Building will not modify the drainage configuration or requirements. The 18LT <br />Compressor Building will remain in-place until it is no longer needed to support ongoing or anticipated <br />future mining operations. Reclamation of the Compressor Building will probably occur as part of the <br />overall reclamation of the 18LT Shaft Installation, with equipment removal, foundation demolition, <br />backfilling and grading, soil material replacement, and reseeding. Bond monies are already in place <br />for all reclamation components except removal of the steel building and demolition of the pad <br />extension (the concrete piers will be buried in-place). The accompanying bonding calculation <br />addresses estimated bonding costs for these additional components. <br />This submittal includes revised PAP text, exhibits; and maps, addressing the location, configuration, <br />operation, maintenance, and reclamation of the proposed Compressor Building. New and revised PAP <br />materials are identified by the attached Summary of Revisions/Additions. <br />We would like to proceed with this project as soon as possible, to minimize construction under winter- <br />weather conditions.
