R C I "? <br />a'+ <br />Al - <br />Al J n vs <br />Ond C6olapy <br />April 20, 2002 <br />Division of Minerals and Geology <br />1313 Sherman Street, Room 215 <br />Denver, CO 80202 <br />Dear Division, <br />7 <br /> <br />As a resident of Pueblo County, the area where the Rio Grande Portland Cement plant is <br />proposegI J am concerned abut the quality of. its Reclamation Plan_ The permit application is complex and <br />requires much study. -PIease:axtend the public comment period-for an additional 70 days and schedule a <br />public hearing on the permit. It is imperative that this hearing be held in Pueblo, in the evening, so that the <br />public may attend. <br />The areas that need to'be addressed at the public hearing are the inadequacy of the plan to <br />restore the area to use as rangeland based on the amounts of water and seed specified, in relation to the <br />climatic conditions of the area; <br />-the monitoring requirements for reclaimed areas are unspecific and insufficient, and do not <br />adequately protect the public from continued blowing dust - which will occur indefinitely, <br />according to the plan; <br />-time limits described are not specific, and terms such as "completion" are inadequately defined; <br />-the plan is vague throughout - it basically fails to outline in detail a specific plan <br />-information on mineral rights is missing; <br />-there is no evidence of how the hydrologic balance of the affected land and the surrounding area <br />will be preserved; <br />-no real historical or archaeological survey has been done to determine whether important cultural <br />areas will be destroyed by mining <br />-there is no evidence of how piles of removed soil will be prevented from blowing. <br />I have many IOther ooncems. Much more opportunity for study and public comment, major <br />revision, and a chance to get answers to questions, is necessary before this Reclamation Plan can <br />be considered worthy of use on our beautiful landscape in Pueblo County. <br />Please send me a notice of the public hearing when it is scheduled.
