The Division of Reclamation, Mining and Safety (Division) has reviewed the content of the Mountain
Park Concrete, Inc:. 112c permit conversion application adequacy response dated August 18, 2010 for
the Parshall Pit, File No. M-1998-034, and submits the following comments.
The Division is required to make an approval or denial decision no later than October 6, 2010
therefore; a response to the following second adequacy review concerns should be submitted to the
Division as soon as possible.
6.4.4 Exhibit D - Mining Plan
1. The Applicant states the Operator will provide the proper permit(s) for building the East to West
drainage crossing when the time comes to construct the crossing. Please commit to submitting a
technical revision to the permit, per Rule 1.9, to provide the Division design specifications regarding
the crossing construction prior to initiating construction of the drainage crossing. - --??-
6.4.5 Exhibit E - Reclamation Plan
2. The Applicant committed to salvaging enough topsoil to cover 4" to 6" of topsoil which will be
about 16,000 cubic yards for reclamation. However, the Applicant is not able to commit to
salvaging all of the topsoil for reclamation. The Division estimates a minimum of 28,100 cubic
yards of topsoil will be required to cover the proposed 42.43 acres of disturbance with 4" to 6" of
topsoil. Please, commit to salvaging a minimum of 28,100 cubic yards of topsoil for reclamation of
the Parshall Pit:.
