Pineda <br />Subject: Colowyo Mine - Permit No. C-1981-019 Director <br />TR-86 - South Taylor Haul Road As-Built <br />Engineering Adequacy Review <br />As requested, I have reviewed Colowyo's application for TR-86, received by the Division on 24 <br />June 2010. I have a few comments; which are enumerated below. <br />1. The text for the Public Notice, as submitted, erroneously states that the application is TR-76 <br />rather than TR-86. Hopefully they used the correct notation in the published version. <br />2. On Map 25C, there are two polyp-shaped extensions shown at the north and south ends of the <br />South Taylor Haul Road. The Division assumes that these two features are escape ramps <br />constructed for runaway trucks. No stationing or profile data has been submitted for the <br />extensions. Please provide labels, horizontal stationing, and centerline profiles for the <br />polyp-shaped features illustrated on Map 25C. <br />3. The third paragraph of the Construction Report (Page P-1) states that topsoil was "salvaged <br />and stockpiled directly to the west of the haul road footprint prior to commencement of haul <br />road construction." The locations of the topsoil stockpiles are not shown on Map 25C. <br />Please revise Map 25C to identify the sizes and locations various topsoil stockpiles <br />developed prior to construction of the South Taylor Haul Road. <br />4. Map 25C provides plan and profile views of the as-constructed South Taylor Haul Road. <br />While haul road cross sections are not specifically required by the Rules, the Division <br />requests that the operator provide a series of cross sections for the as-built South Taylor <br />Haul Road, created perpendicular to the centerline of the roadway at 500 ft intervals. <br />5. Based on the contours depicted in the plan view on map 25C, the roadside ditch constructed <br />adjacent to the western (uphill) side of the South Taylor Haul Road appears to flow <br />uninterrupted (i.e., no cross-culverts diverting the flow eastward beneath the haul road) for its <br />entire length. The ditch eventually reaches a low point, and appears to cross the truck escape <br />ramp. There is no culvert indicated on the map where the ditch crosses the ramp. Please <br />review the details provided for this location, and ensure that Map 25C reflects the as-built <br />conditions. <br />This concludes my review of TR-86.
