The Division received Twentymile Coal Company's (TCC's) application for a technical revision (TR-
73) on May 25, 2010. The application was determined to be complete on June 3, 2010. No concerns
have been received from other agencies regarding this proposed technical revision. The Colorado
Division of Reclamation, Mining and Safety has completed its adequacy review of the proposed
technical revision. Please respond to the following comments or concerns as necessary:
1. Appendix A, revised page TRIO-73, does not include the reclamation costs for the entire
proposed disturbance. Revised page 2.05-50.9 proposes to backfill and grade the trench
incrementally as the pipeline is installed, reclamation costs must be included for the entire
length of the disturbance.
Please include costs for backfilling and grading, and topsoil replacement for the entire 7.5 acres
of disturbance.
2. Current approved permit page 2.04-9 does not include discussion concerning the presence of
cultural and historic resources and no revised page 2.04-9 was included with the TR-73
submittal.
Please indicate if the area of disturbance does not affect cultural and historic resources or if a
cultural and historic resources survey has been conducted of the proposed disturbance area.
3. Current approved Map 29, Reclamation Map, does not include the disturbance proposed in TR-
73. Please provide a revised Map 29 to reflect the proposed reclamation associated with
activities proposed in TR-73.
