STATE OF COLORADO
DIVISION OF RECLAMATION, MINING AND SAFETY
Department of Natural Resources
1313 Sherman St., Room 215
Denver, Colorado 80203
Phone: (303) 866-3567
FAX: (303) 832-8106
May 12, 2010
Forrest Luke
Trapper Mining, Inc
P.O. Box 187
Craig, CO 81626
RE: Trapper Mining, Inc., Permit C-1981-010
SL-11 Bond Release Application
Dear Mr. Luke:
COLORADO
D I V I S I O N OF
RECLAMATION
MINING
SAFETY
Bill Ritter, Jr.
Governor
James B. Martin
Executive Director
Loretta E. Piheda
Director
The Colorado Division of Reclamation, Mining and Safety (Division) received the SL-11 bond release
application from Trapper Mining, Inc. (cover letter dated February 22, 2010), and a bond release inspection was
conducted on April 20, 2010.
During the conductance of this inspection, the Division became aware of three significant issues within the SL-
11 area:
• In the E-AB-08 bond release block, cracks associated with slumping were observed, indicating that this
area appears to be unstable.
• In the F-AB-08 bond release block, several large gullies have formed.
• In the F-AB-08 bond release block, the contour ditches have blown out in a few locations.
Due to these issues, the Division will postpone a decision on the SL-11 application until both of the following
have occurred:
• We receive a revised application that removes the E-AB-08 blocks from the SL application.
• We verify with a follow-up bond release inspection later this year that Trapper has addressed other
problems that we identified in our inspection report, especially the large gullies and the contour ditch
blow-outs.
Thank you for your attention to these matters.
Sincerely,
z
Robert Zuber, P.E.
Environmental Protection Specialist
Office of Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
