Due to depressed market conditions, <br />Aggregate Industries (Al) has not commenced mining at this site. Al has, however, conducted several <br />years of ground water level monitoring at the site. The objective of the water level monitoring program <br />was to define pre-mining, or baseline, groundwater data against which potential impacts during mining <br />can be compared and to assist with establishing post-mining reclamation objectives. With over nine years <br />of monitoring data having been collected to provide this baseline information, and with no near-future <br />plans to commence mining, Al is requesting that groundwater monitoring at Fredstrom Resource be <br />temporarily suspended until such time as mining of the site does commence. <br />The permit does not require that data be submitted to the Division, so that has not been done; however, <br />copies of all data gathered from May 2000 through February 2010 are enclosed for the Division's <br />reference. As you and I discussed during a bond reduction inspection of the site on January 11, 2010, Al <br />commits to resume baseline monitoring prior to future mining activities to assess any changes in the <br />groundwater hydrology that may be the result of changes in the surrounding area. Al proposes to re- <br />commence such monitoring one year prior to mining. <br />As this request is considered a technical revision to the permit, we are enclosing a check in the amount of <br />$216.00 for the technical revision fee. We respectfully request your favorable consideration in this <br />matter.
