Cattany <br />Division Director <br />Natural Resource Trustee <br />The Division of Reclamation Mining and Safety has begun the review of the above referenced 110d amendment to <br />include an EPP in the J-Bird Mine Permit. The overall frame work of the submitted plan appears to be good. However, <br />DRMS staff needs more quantitative information to back some overly general statements made in the initial submittal. <br />Please provide corrections, additional information, and clarifications where appropriate to the following: <br />General Application Review: <br />It is noted that most of the information for required exhibits are part of the original approved permit. Therefore those <br />exhibits are not being reviewed with the exception of Exhibit C, the Mine Plan, Exhibit D the Reclamation Plan where <br />the plans will be modified per Exhibit T, Designated Mining Operation Environmental Protection Plan (EPP). <br />1) Please provide the proof of publication required under Rule 1.6.2(d) and proof of mailing to BLM per Rule <br />1.6.2(e). <br />2) Please submit a statement noting the mining operation qualifies as an "intermittent operation" and the <br />requirements of the Rule 6.3.3(1) (a). <br />3) Please provide maps that conform to Rule 6.2.1(2) (b) for all required exhibit maps. <br />4) Please clarify how non-ore, but still uranium containing rock, will be handled to, ensure compliance with Rule <br />6.3.3(k). <br />5) Staff has concerns regarding fuel storage areas proximity to detention ponds noted on both the Mine Plan and <br />Stormwater Plan maps. This site should be moved to a location away from potential petroleum contamination <br />of catchment basins. <br />6) The Division will require that stormwater run-on features remain after reclamation. This is to ensure that the <br />run- on does not have the potential to invade waste piles and create a potential for leachate formation in the <br />future. Please identify which structures will remain after reclamation per Rule 6.3.4(1) (d) and (e). <br />7) Please provide the reclamation map required by Rule 6.3.5(3) with noted remaining stormwater control <br />features, final contours, etc. <br />8) Please submit the BLM approved seed mix under the POO for verification as that approved by the DRMS. <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
