The Division of Reclamation Mining and Safety has begun the review of the above referenced 110d amendment to
include an EPP in the J-Bird Mine Permit. The overall frame work of the submitted plan appears to be good. However,
DRMS staff needs more quantitative information to back some overly general statements made in the initial submittal.
Please provide corrections, additional information, and clarifications where appropriate to the following:
General Application Review:
It is noted that most of the information for required exhibits are part of the original approved permit. Therefore those
exhibits are not being reviewed with the exception of Exhibit C, the Mine Plan, Exhibit D the Reclamation Plan where
the plans will be modified per Exhibit T, Designated Mining Operation Environmental Protection Plan (EPP).
1) Please provide the proof of publication required under Rule 1.6.2(d) and proof of mailing to BLM per Rule
1.6.2(e).
2) Please submit a statement noting the mining operation qualifies as an "intermittent operation" and the
requirements of the Rule 6.3.3(1) (a).
3) Please provide maps that conform to Rule 6.2.1(2) (b) for all required exhibit maps.
4) Please clarify how non-ore, but still uranium containing rock, will be handled to, ensure compliance with Rule
6.3.3(k).
5) Staff has concerns regarding fuel storage areas proximity to detention ponds noted on both the Mine Plan and
Stormwater Plan maps. This site should be moved to a location away from potential petroleum contamination
of catchment basins.
6) The Division will require that stormwater run-on features remain after reclamation. This is to ensure that the
run- on does not have the potential to invade waste piles and create a potential for leachate formation in the
future. Please identify which structures will remain after reclamation per Rule 6.3.4(1) (d) and (e).
7) Please provide the reclamation map required by Rule 6.3.5(3) with noted remaining stormwater control
features, final contours, etc.
8) Please submit the BLM approved seed mix under the POO for verification as that approved by the DRMS.
