This is an illegal fill project in a completed gravel mine. <br />Asphalt Specialties was required to sample the fill in nine random locations. Nine holes were <br />drilled, and each hole had three composite samples taken. <br />Please feel free to comment. <br />To satisfy the violation Asphalt Specialties has made application for a Certificate of Designation. <br />This Department will, in all probability, schedule this fill project as a case in two weeks. If <br />Development Review decides to continue this as a Certificate of Designation or Conditional Use <br />Permit there will be a referral made to agencies, including the Division of Reclamation, Mining <br />& Safety. <br />While at the site I noted the groundwater relief trench had a healthy gpm flow in it.
