IlaS <br />/August 12, 2009 <br />we ?o,?v eX g?:Cr'v? ?q pl?cxq <br />M-1992-045 <br />8:50 a.m. I received a call from James Van Ella, he was questioning the Final Notice Letter that he had <br />received. I proceeded to explain that his annual fees and report were due on 07/21/2009 and at this <br />time we hadn't received them I let him know that when the fees get past due we are required to present <br />this to the Board and depending on the outcome the site could be terminated. I also explained to him <br />that Steve had mentioned that he would be working on changing the due date for his Annual fees, (I <br />remembered talking to Steve about this site). His complaint was that he shouldn't be receiving letters of <br />this nature; he claimed that the letter is very intimidating and it could make people irate. He expressed <br />to me that he was very irate with our Department and he didn't understand how it was legal for us to <br />send out this type of letter. I explained to him that this is a letter that is sent to all people that are past <br />due on their accounts and that the word set-up was done by someone that knows our rules and <br />regulations. He proceeded to ask me if I was scared to mail out such a letter with my name on it, I asked <br />why it's just a reminder letter. He then proceeded to tell me that if a person was irate enough and they <br />had my name they would be looking for me, and was I scared to walk out to my car at night knowing <br />that some irate person might be there waiting to shoot me or they could walk into the office looking for <br />me for sending out this type of letter. I again explained that I wasn't in a supervisory position to make <br />changes to any of his complaints that he needed to talk to Steve. He then explained that he was very <br />irate and that he had contacted Washington DC about our Department to investigate how we could get <br />away with charging these fees when the economy is in such bad shape. I again refereed him to Steve. He <br />then said that he didn't understand why he needed to pay the fees at this time since he doesn't start <br />work at his site till after July, I explained that the date is set according to when the site is opened after <br />applying to mine. And again we went over the process of going to the Board and what could happen. He <br />then wanted to know why I wanted to terminate his job and livelihood. I explained I didn't want to do <br />that, all I'm doing is explaining what happens when we don't receive the annual fees and report. Again I <br />suggested that he speak to Steve, I asked if he needed Steve's number, he said he had his number and <br />where he is located.
