INTEROFFICE MEMORANDUM <br />TO. MARCIA TALVITE <br />FROM: JANET BINNS <br />SUBJECT: FOIDEL CRE 7 AL REFUSE PILE EXPANSION <br />DATE: 6/26/209 <br />CC. DAN F]ERNANDEZ, SANDY BROWN <br />We have received an application for a technical revision from Twentymile Coal mine for expansion of the <br />coal refuse disposal area (CRDA). The currently permitted CRDA has a capacity of 3 million cubic yards of <br />refuse material. TR67 proposes to expand the Coal Refuse pile to 20 million cubic yards. The expansion would <br />be located towards the east of the existing CRDA. The western side of the expansion would abut the eastern <br />side of the existing pile. The eastern side of the expansion would be placed on previously reclaimed surface <br />mined slopes. The reclaimed ground slopes to the north. TCC would salvage the topsoil and some of the <br />overburden of this slope for use as cover over the coal refuse, but the coal refuse would be place on regarded <br />spoils from the surface mining operation. <br />TCC is proposing to place an underdrain at the base of the pile expansion, and they have conducted <br />geotechnical investigation. The location of the expanded pile does not qualify as a valley fill or a head of <br />hollow fill. TCC has two wash plants at the Foidel Creek Mine that wash the coal extracted from the <br />underground mining operation. TCC pumps fines from the wash plants back into underground workings <br />resulting in larger sized particles being placed into the refuse pile. This refuse pile expansion is being sized to <br />accept coal refuse from the existing Foidel Creek Mine through its anticipated life-of-mine, and to accept coal <br />refuse from the anticipated Sage Creek Mine that will be located adjacent to the Foidel Creek Mine. The Sage <br />Creek Mine would mine the same seam Foidel Creek currently mines and would use the Foidel Creek Mine <br />wash plant facilities. <br />Please review this TR application for engineering concerns and stability for Rules 4.10, 4.09.1, 4.09.2, and <br />4.11. I am providing you with one complete set of the application. Additional information regarding permitting <br />of the current refuse pile can be found in Exhibit 26A, 26A1, 26A2, and 26C. <br />I called the application complete on June 25, 2009. Our adequacy is due on July 24, 2009. If you could <br />provide your comments to me by July 20th, I should be able to meet the regulatory timeframe. <br />Thanks for your assistance and please call me if you have questions about the operation, site, etc.
