Cattany <br />Division Director <br />Natural Resource Trustee <br />RE: New Horizon Mine, Permit No. C-81-008 <br />RN-5; Soils and Pre-Mine Land Use Review <br />Dear Mr. Gubka: <br />Enclosed please find Dan Mathews' review memo pertaining to Soil Resource <br />Information, Topsoil Salvage and Replacement Plan, and Premining Land Use sections of <br />the approved New Horizon Permit. This review was conducted as a part of our permit <br />renewal (RN-5) preliminary adequacy review, and was expedited due to the fact that <br />these issues are closely related to concerns regarding postmining land use and <br />revegetation that arose from the mid-term review. Soils issues were the primary focus of <br />this review. However, during the review we noted a discrepancy among map, tables, and <br />text in the Premining Land Use section of the application, and we have included a request <br />that the discrepancy be addressed (in conjunction with other Premining land use <br />designation changes that may be warranted). <br />Given the interrelated nature of the concerns addressed in the enclosed memorandum, our <br />TR-54 adequacy letter of November 21, 2006, our TR-55 adequacy letter of December <br />11, 2007, and the numerous objection letters regarding land use, revegetation and topsoil <br />issues, we believe it is appropriate that these concerns be addressed in the context of a <br />single Permit Revision application. Please submit a complete permit revision <br />application addressing Premining Land Use, Postmining Land Use, Topsoil Salvage <br />and Replacement, and Revegetation, no later than March 17, 2008. <br />Office of office of <br />Mined Land Reclamation Denver - Grand Junction - Durango Active and Inactive Mines
