This review was conducted as a part of our permit
renewal (RN-5) preliminary adequacy review, and was expedited due to the fact that
these issues are closely related to concerns regarding postmining land use and
revegetation that arose from the mid-term review. Soils issues were the primary focus of
this review. However, during the review we noted a discrepancy among map, tables, and
text in the Premining Land Use section of the application, and we have included a request
that the discrepancy be addressed (in conjunction with other Premining land use
designation changes that may be warranted).
Given the interrelated nature of the concerns addressed in the enclosed memorandum, our
TR-54 adequacy letter of November 21, 2006, our TR-55 adequacy letter of December
11, 2007, and the numerous objection letters regarding land use, revegetation and topsoil
issues, we believe it is appropriate that these concerns be addressed in the context of a
single Permit Revision application. Please submit a complete permit revision
application addressing Premining Land Use, Postmining Land Use, Topsoil Salvage
and Replacement, and Revegetation, no later than March 17, 2008.
Office of office of
Mined Land Reclamation Denver - Grand Junction - Durango Active and Inactive Mines
