The Colorado Division of Reclamation Mining and Safety (Division) has received timely written objections
to the amendment application for the Parkdale Quarry. Comments and objections have been forwarded to
Front Range Aggregates, therefore, in accordance with Rule 2.7.1 of the Construction Materials Rules and
Regulations of the Colorado Mined Land Reclamation Board, a Pre- hearing Conference has been scheduled
to occur on Tuesday, March 25, 2008, beginning at 11: 00 a.m. Those wishing to participate must be
present at 1313 Sherman Street Room 215, Denver Colorado 80203.
Mr. Daniel Hernandez will be the Pre-Hearing Conference Officer. The purpose of the Pre-Hearing
Conference is to describe the Divisions review process, to explain the rights and responsibilities of the
parties, to discuss and resolve issues to the extent possible, to describe the Board Hearing process, to
determine the list of issues under the Board's jurisdiction and to simplify the list, and to determine who has
demonstrated standing to be party to the Formal Board Hearing.
The Division has scheduled the matter for a Formal Public Hearing before the Colorado Mined Land
Reclamation Board. The hearing on the amendment application for the Parkdale Quarry will occur during
the April 9-10, 2008 Board meeting at 1313 Sherman St., Room 318, Denver, Colorado 80203. The meeting
will begin at 9:00 a.m. each day or soon thereafter as the matter can be considered. Parties and interested
persons will have the opportunity to be heard. Decisions reached by the Pre-hearing Conference Officer are
not final until adopted or approved by the Board at the Formal Public Hearing. Any party has the right to
file a motion to the Board to review any decision of the Pre- Hearing Conference Officer, or to raise any
concerns or issues with the pre-hearing order at the beginning of the Formal Public Hearing.

Please review the enclosed informational memo RE: Guide to Citizen Participation in the 112
Reclamation Permit Application Process, and complete either of the last two pages, if applicable, return
the completed form to the Division or bring the completed form to the Pre- Hearing Conference. Pay
particular attention to and be reminded that all witness and exhibit lists are required to be submitted at
the time of the Pre- Hearing Conference of March 25th 2008.
