Cattany <br />Division Director <br />Natural Resource Trustee <br />The Division of Reclamation, Mining and Safety received the Technical Revision Application 01 (TR-01) to the <br />Monarch Quarry, Permit No. M-2000-098. The Division has the following items that need to be addressed prior <br />to approval of the revision. <br />1. A new east access road was constructed to access the middle and upper benches of the mining <br />area. Please provide a description of the new access road including dimensions and a cross <br />section diagram. Describe any associated drainage and runoff conveyance structures to include <br />sufficient information to evaluate structure sizing. Please state how the road will be reclaimed <br />upon final reclamation of the site. <br />2. The existing sediment pond was split into two separate ponds with the construction of the access <br />road. The operator states that the west pond appears large enough to contain the required runoff, <br />and further states that the west pond will need to have an overflow structure constructed. The <br />sediment pond will need to safely pass the designed flow while still achieving the discharge <br />standards under an approved NPDES permit issued by the Colorado Department of Public Health <br />and the Environment. The operator will need to design and construct a spill way structure from <br />the west pond to achieve the approved discharge standards and ensure that the pond can safely <br />handle the designed flow. Please provide a description of pond and spillway designs to safely <br />pass water collected in the west pond. <br />Please be advised that Colorado Lime Company Monarch Quarry TR-0 1 application may be deemed inadequate, <br />and the application may be recommended for denial on January 30, 2008 unless the above mentioned adequacy <br />review items are addressed to the satisfaction of the Division. If you feel more time is needed to complete your <br />reply, the Division can grant an extension to the decision date. This will be done upon receipt of a written waiver <br />of your right to a decision by January 30, 2008 and request for additional time.
