Sorenson <br />Senior Environmental Protection Specialist <br />~ ~•, Division of Reclamation, Mining and Safety ~ <br />1313 Sherman Street, Room 215 ~ ~ _ ©y ~ <br />Denver, Colorado 80203 ~ ~S <br />~ ~ <br />RE: Needed Items for NOI # P-2008-043 Modification (dated September 15, 2008) <br />Centennial and Indian Springs Uranium Project, Weld County, Colorado <br />Dear Mr. Sorenson, <br />RECEIVED <br />OCT 16 2008 ~ <br />Division of F~eclamation, <br />Mining and Salfaly <br />Please find enclosed items requested by the Division of Reclamation, Mining and Safety (DRMS) needed <br />to complete its review of the submitted Modification dated September 15, 2008 to Notice of Intent <br />(NOI) File Number P-2008-043. <br />Contained within this package you will find the original signed and initialed portions (Section VIII- <br />Signature Requirement) of the confidential and non-confidential applications to Modify NOI File Number <br />P-2008-043. In addition please find below; (a) a statement by Powertech showing willingness to fully <br />comply with DRMS requirements related to the reclamation and sampling of drilling mud pits; (b) <br />justification for the usage of 2.605 acres of total surface disturbance as opposed to 3.3 acres of total <br />surface disturbance calculated by the DRMS; and (c) a statement by Powertech showing willingness to <br />comply with the DRMS requirement related to the seasonal timing of reclamation seeding activities. <br />Powertech will comply with DRMS requirements related to the sampling of mud pits that are <br />used for drilling activities. <br />These requirements state: <br />o The concentration of radium-226 or radium-228 in soil may not exceed the background <br />level by more than 5 picocuries per gram (pCi/g) or 0.185 becquerels per gram (Bq/gJ, <br />averaged over the first 15 centimeters (cm) of soil below the surface; and <br />o The concentration of natural uranium in soil, with no radioactive decay products present <br />may not exceed the background level by more than 30 pCi/g or 1.11 eq/g, averaged over <br />the top 15 cm of soil below the surface; and 150 pCi/g or 5.55 Bq/g, average <br />concentration at depths greater than 15 cm below the surface, so that no individual <br />member of the public will receive an effective dose equivalent in excess of 100 mrem per <br />year or 1 millisievert (mSv) per year. <br />The DRMS will require test results demonstrating that these limits have not been exceeded; the <br />tests are to be conducted during or immediately following the reclamation of the mud pits. If <br />these limits are exceeded, DRMS may require appropriate off site disposal of mud pit contents. <br />As discussed with Mr. Allen Sorenson on October 15, 2008, Powertech will fully comply with its <br />surface disturbance calculations outlined in Attachment D of the application for Modification to <br />NOI File Number P-2008-043. These calculations illustrate that a total of nine (9) drilling pads <br />will be constructed for modified activities. Three (3) of the drilling pads will measure 80' x 200' <br />and the remaining six (6) drill pads will be 80' x 100'.
