Sherman <br />Executive Director <br />Dick Wolfe, P.E. <br />Director <br />RECEI'VED <br />NOV 21 2000 <br />Division of Reciarnatful+, <br />Vining and 89* <br />This letter is in response to the application submitted on March 31, 2008 requesting a <br />substitute water supply plan (SWSP) for a pond positioned on property owned by Monks <br />Construction Company ("Applicant") and Pioneer Sand and Gravel Company (Pioneer) in <br />accordance with Section §37-90-137(11), C.R.S. The applicant shall be responsible for <br />compliance with this plan, but the State Engineer's Office may also pursue the landowner for <br />eventual compliance. The required fee"of $1,593 for the substitute water supply plan has been <br />paid. <br />Plan of Operation <br />This plan describes the proposed water consumption for the period of January, 2008 <br />through December, 2010. Pond #1 is an unlined depression located northeast of Colorado <br />Springs and exposes 1.07 acres of groundwater. Water is piped from this pond to a nearby <br />concrete batch plant which is leased and operated by Lafarge. Although the water surface is <br />partially located on an adjacent property, the Applicant will provide replacements for all <br />depletions attributable to Pond #1. The landowner on the adjacent property, Pioneer Sand and <br />Gravel Company (Pioneer), has submitted their own SWSP to cover their operations and losses <br />on their ponds, excluding Pond #1. <br />Depletion <br />You have provided a monthly breakdown of the annual depletions at this site in your <br />attached Table 3. The table shows that during the period of January through December of each <br />year, the total depletions are estimated to be 19.31 acre-feet corresponding to a water surface of <br />1.07 acres and industrial use of 16.48 acre-feet (13.19 acre-feet pumped during 2007 with a <br />safety factor of 25%). Total monthly depletions for each use will be limited to the totals provided <br />in your Table 3. No ground water was exposed within the permit boundary prior to January 1, <br />1981.
