This TR request includes the construction
of an additional containment berm along the Phase IV liner perimeter in an area where the DCF
has been saturated to the liner edge during active leaching of the immediate area. Following
establishment of the new containment berm, the berm will be covered with a single layer of 80
mil LLDPE liner as a flap to be welded to the existing liner edge. This liner flap will then be
anchored in the perimeter road berm without impacting the existing key trench. Attached is an
engineering design letter prepared by AMEC Consultants (John Lupo) describing the detail of
the project, the construction specifications, and the commitment to the as-built report. As we
have been discussing, certain portions of this work has been initiated in order to take advantage
of the available fall construction season. This ongoing work is being completed while temporary
operating restrictions are in place to insure that no solution flows to this area.
