(Powertech) dated July 21, 2008, which states that the Powertech <br />application for Notice of Intent (NOI) File Number P-2008-043 is incomplete. Transmitted with this letter <br />as the confidential portion of this Notice of Intent are the proposed groundwater monitoring well <br />locations. Powertech has placed the location details of the proposed groundwater monitoring wells in <br />the confidential section of the NOI due to the fact that the monitoring wells are located within the <br />uranium ore deposit. <br />Attachment A of this document contains Standard Operating Procedures (SOPS) related to groundwater <br />monitoring well installation and development, as well as SOPS for groundwater sampling, <br />decontamination, sample management and shipping. In keeping with the spirit of S.B. 228, we have <br />reviewed the SOPS and have determined that they should not be considered confidential.
