Cattany <br />p / Division Director <br />Z,.t? ?C ?t ?a/ i/ Natural Resource Trustee <br />RE: Centennial Project, Status of Notice of Intent, Non-Confidential Portions, File No. P-2008-043 <br />Dear Mr. Blubaugh: <br />The Colorado Division of Reclamation, Mining, and Safety (DRMS) has reviewed your submittals dated August 1 and <br />August 11, 2008 providing required additional information for the above referenced Notice of Intent to Conduct Prospecting <br />(NOI). DRMS has determined that the NOI remains incomplete. Please address the following items at your earliest <br />convenience bearing in mind that if you have not addressed these items within sixty days of the date of this letter the DRMS <br />may terminate this NOI (rule 5.1.3 of the Mineral Rules and Regulations of the Mined Land Reclamation Board). <br />The NOI proposes to seal the upper portions of the holes using bentonite chips. In accordance with rule 5.4.2(5), the DRMS <br />will instead require that the upper ten feet of each hole be filled with Portland cement grout. Since the lands to be drilled at <br />least have the potential to be cropped, DRMS will require that any casing be cut off and removed and that the top of the <br />cement plugs be completed three feet below ground surface, with the upper three feet backfilled with native soil and <br />mounded. <br />Thank you for the submittal and public disclosure of certain standard operating procedures for monitoring wells. In addition <br />to those provided, the DRMS has determined that standard operating procedures for data validation, collection of ground <br />water field parameters, and record keeping, including field notes are necessary prior to approval of the NOI. Also, a listing <br />of the types of samples to be collected from the monitoring wells and the parameters to be analyzed must be provided. These <br />requirements are in accordance with the provisions of House Bill 2008-1161 signed into law in May 2008. <br />Portions of the attachments to Powertech's August 1, 2008 submittal are illegible due to portions of the text being cut off at <br />the edges.
