ASPHALT
SPECIALTIES CO.
10100 Dallas St. Henderson, CO 80640 (303) 289-8555
July 8, 2008
Mr. Tony Waldrdin, Senior Reclamation Specialist
Division of Reclamation, Mining and Safety
1313 Sherman St., Room 215
Denver, CO 80203

RE:
Dear Mr. Waldron:

• Fax: (303) 289-7707
R 'VED
YrJ'UL 10 2003
Division eE kidcl"'tion,
Mining and Safety
Enclosed is a short explanation of what this Technical Revision (TR) No. 2 is all about,
an e-mail from the Public Works Director of Erie supporting the Surety Reduction
request, a copy of the contract with Erie to build a water-storage reservoir on the
Turnpike site and revised exhibits to the permit: Ex. C-2 Mine Plan (2 map sheets), Ex. D
Mine Plan text, Ex. E Reclamation Plan text, Ex. F Reclamation Plan (2 map sheets), Ex.
L Reclamation Costs and Ex. S Permanent Man-made Structures.
In effect, this Technical Revision for Surety Reduction is to reduce our bonding
requirement to the Division from $1,137,716.00 to approximately $300,000.00.
Because of the reduction in your staff, of which Carl and I had discussed, you might
assign this TR to Berhan Keffelew. He is very familiar with this site as he was the
Specialist for the major amendment approval in 2006 and knows that I would be
submitting this TR request. You have also been on the site doing the site inspection for
the amendment. He also handled the exact same procedure through your Division for,.,
Ready-Mixed Concrete and Brighton for a reservoir that Ready-Mixed is building for
Brighton. That procedure constituted a TR and subsequent bond reduction.
Thank you for your attention to this matter and please contact me if you have questions qF
concerns.
Sincerely,
Rob Laird
Land Manager
cc: file
L
