During the month of May 2008, DMP 004 and DMP 007 exceeded compliance criteria
for the 30-Day Average Effluent Flow. DMP 004 and DMP 007 did not exceed any compliance
criteria regarding effluent parameter concentrations.
The effluent flow exceedances are believed to be due to spring run-off from an above average
snowfall year resulting in large flow events. Chart 1 shows the mean Accumulated Precipitation
at NRCS Site 709 at Rabbit Ears for two data sets; 1987-2007 and 2008. The May 2008
Accumulated Precipitation is 8.5" above or 123% of the last 20 year mean. Attachment 1 is the
Accumulated Precipitation raw data in tabular format at NRCS Site 709 since 1987. Also, the
CDPS was renewed May 14, 2007 with an effective date of July 1, 2007. Prior to this renewal
effluent flow was reported but did not have flow limitations.
Should the Colorado Division of Reclamation, Mining and Safety have any comments or
concerns regarding this submittal, please contact me at your convenience.
Sincerely,
Beth Heesen, P.G.
Project Manager
TNS
File: 99-144
