Cattany <br />Division Director <br />Natural Resource Trustee <br />The Division of Reclamation, Mining and Safety (Division) has received your new permit application to <br />conduct coal mining in Colorado for the proposed Redcliff Mine. The application, submitted by CAM- <br />Colorado LLC (CAM-Colorado) was received on April 25, 2008. Our initial review indicates that all <br />preliminary items required by Rules 2.03, 2.04, 2.05, and 2.06 have not been submitted. Thus, your <br />application is incomplete for the purposes of filing as of May 5, 2008. <br />The following materials and information are required for completeness. <br />1. Rule 2.05.2 (2) Operation Plan -Estimated Area for Life of Operation (Operation description) <br />requires that each application contain a general description and appropriate map(s) prepared in <br />accordance with 2.10, describing the area of land to be affected over the life of the operation, <br />according to the anticipated sequence of mining and reclamation, and identifying each area of land <br />for which it is anticipated a new, separate, five-year permit will be obtained. Page 2.05-2 of the <br />application states "The permit will be revised later to develop access to the east towards Big Salt <br />Wash where the majority of the areas coal reserves lie." Map-14 Mine Plan shows the anticipated <br />sequence of mining through Year 6 only (one year beyond the proposed first permit term). <br />Rule 2.10.3 (1) (c) Specific Information Requirements requires that the permit application include <br />maps showing the boundaries of all areas proposed to be affected over the estimated total life of <br />the proposed surface or underground mining activities, with a description of size, sequence, and <br />timing of the mining and subareas for which it is anticipated additional permits will be sought. <br />In accordance with 2.05.2 and 2.10.3 please provide a description and appropriate map(s) of <br />all areas to be affected by the proposed underground mining activities over the life of the <br />Office of Office of <br />Mined Land Reclamation Denver Grand Junction Durango Active and Inactive Mines <br />
