Cattany <br />Division Director <br />Natural Resource Trustee <br />Thank you for accommodating the Division and getting all of the appropriate people <br />together for our meeting on 26 February 2008. The Division believes that the meeting <br />was very productive and some real progress was made on the outstanding issues at the <br />Colowyo Mine. The following is a brief summary of the issues that were discussed at the <br />meeting and any decisions or commitments that were reached. <br />Present at the meeting were Mike Boulay, Sandy Brown, Kent Gorham and Jim Stark <br />from the Division, Kurtis Blunt and Tony Tennyson from Colowyo and Brandt Dennis <br />and Tom Peterson, independent consultants, were also present on behalf of Colowyo. <br />The first issue that was discussed was Stipulation 5, which was attached to the Colowyo <br />permit as a result of Permit Revision 02. Stipulation 5 required Colowyo to add alluvial <br />wells A7 and A8 to the approved hydrologic monitoring plan in the permit. The Division <br />and Colowyo lead exchanged several letters regarding the subject and were at an impasse. <br />At the meeting Colowyo proposed a new monitoring plan that would incorporate the <br />required wells and modify the sampling at other locations. The proposal is as follows: <br />1. Colowyo will add wells A7 and A8 to the hydrologic monitoring plan. <br />2. All alluvial wells will be sampled on a quarterly basis. <br />3. Field parameters only will be taken at all alluvial wells in the first and <br />third quarter of every year (including water level, pH, conductivity, etc.) <br />.as detailed in the currently approved hydrologic monitoring plan. <br />4. .A full suite analysis will be conducted at all alluvial wells in the second <br />a.nd fourth quarters of each year. These samples will represent the <br />seasonal high and low flows at the wells.
