We understand that this well pair was <br />originally intended to be configured with the #7H-2I used for injection and #7H-1 R used for <br />recovery. On December 21, 2004, the U.S. Environmental Protection Agency, Region 8 (EPA) <br />issued authorization to Natural Soda, Inc. (NS) to construct the above named well pair. In a <br />letter dated October 14, 2005, NS informed EPA that it had drilled and completed the #7H-2I <br />well and provided notice that the #7H-1R was next to be drilled with a planned completion of <br />October 24, 2005. During inspections by EPA on July 18, 2006, and June 11, 2007, both wells <br />were observed to have been drilled, but were not yet in operation as an injection and recovery <br />well pair. There has been no authorization given by EPA to commence normal operational <br />injection in either well. <br />NS has described to EPA that there have been problems establishing communication <br />between the two wells. As reported to EPA, after injection into the both #7H-2I and the #7H-2R <br />wells for the purpose of establishing a hydraulic connection, there has been no downhole <br />breakthrough from one to the other, and NS believes the wells are completed in distinct <br />geological zones such that they may never be able to be used as a mining pair.
