The Keenesburg Mine permit commits to <br />submittal of the Annual Reclamation Report by The end of February each year. Preupitaion was well below average <br />during 2000. <br />Vegetative success is based on comparison with approved reference area; Osgood Reference area. Cover success is <br />based on total vegetative cover, which includes woody plant cover. Production is based on herbaceous vegetative <br />cover. Species composition is based on relative cover of the individual plant species compared to a composition <br />standard. There is no woody stem density requirement for the Keenesburg Mine reclamation success standard. <br />In 2000, total cover measured in the Osgood reference area was 35.8°fo. CEC measured total vegetative cover in the <br />1995 Reclaimed azea at 25.82%, 1997 Reclaimed azea at 22.8%, and the 1998 reseeded/interseeded azea at 43.6%. <br />Based on this data, only the 1998 reseeded azea would meet the cover standard. However, the data represents the Soh <br />and 3~ growing seasons for the 1995 Reclaimed area and 1997 Reclaimed area respectively. Continued monitoring <br />should reflect a gradual increase in cover as the reclaimed areas progress in the liability period. <br />Herbaceous productivity measured in the Osgood reference area in 2000 was 57.44 gxamsJM2 (512 Ib/acre). <br />Herbaceous productivity measured on the 1995 Reclaimed, 1997 Reclaimed, and 1988 Reseeded areas was 93.65 <br />grams/MZ (835 ]b/acre), 87.89 grams/Mz (783 Ib/acre), and 104.4 grams/Mz (930 Ib/acre) respectively. All three <br />measured reclaimed areas would meet the herbaceous productivity standard. <br />Species composition would not be met for any of the measured aeeas, not even the Osgood reference area would <br />meet the requited vegetation diversity standard found in the permit. The diversity standard calls for 7 perennial non- <br />noxious species with greater than 3% relative importance but less than 40% relative importance. Of these 7 species, 4 <br />should be warm season grasses and one shall be a foxb. The 2000 Annual Reclamation Report indicates that the <br />operator thinks that the diversity standard should be revised, but no revision of this nature has been submitted. <br />
