This is a bit confusing to us since CMLRD defines spoils <br />as overburden that has been removed during surface coal mining operations. <br />Since the Roadside and Cameo No. 1 Mines are underground coal mines we're sure <br />you can understand our confusion. <br />The location identified by CMLRD of the alledged "spoils springs" is, as per <br />your letter, at the southeast end of refuse disposal area, to pond 6 (outfall <br />011). We can assure you that there are no "spoils springs" at this location. <br />In order for us to understand CMLRD's concerns, please send us a copy of the <br />information they supplied to your office. <br />For the record, the following comments are provided for sediment pond No. 6 <br />(outfall 011): <br />1) The sediment pond receives run-off from the area around Cameo Refuse <br />Disposal Area No. 1, (CRDA No. 1). <br />2) The sediment pond has never discharged: <br />''3) The sediment pond does receive run-off and delayed run-off in the form <br />of seeps from CRDA No. 1. <br />4) This run-off has never accumulated above the maximum design sediment <br />level in the pond and therefore, the pond has always maintained its <br />design water holding capacity. <br />POWDERHORN COAL COMPANY • P.O.
