Subject: Powderhorn Coal Company NPDES Permit No. CO-0027146
Dear Mr. Kubic:
On January 9, 1986 Powderhorn received a letter from the Colorado Department
of Health dated December 19, 1985 regarding information received from Colorado
Mined Land Reclamation Division (CMLRD) about some alledged "spoils springs"
at our operatoon. This is a bit confusing to us since CMLRD defines spoils
as overburden that has been removed during surface coal mining operations.
Since the Roadside and Cameo No. 1 Mines are underground coal mines we're sure
you can understand our confusion.
The location identified by CMLRD of the alledged "spoils springs" is, as per
your letter, at the southeast end of refuse disposal area, to pond 6 (outfall
011). We can assure you that there are no "spoils springs" at this location.
In order for us to understand CMLRD's concerns, please send us a copy of the
information they supplied to your office.
For the record, the following comments are provided for sediment pond No. 6
(outfall 011):
1) The sediment pond receives run-off from the area around Cameo Refuse
Disposal Area No. 1, (CRDA No. 1).
2) The sediment pond has never discharged:
''3) The sediment pond does receive run-off and delayed run-off in the form
of seeps from CRDA No. 1.
4) This run-off has never accumulated above the maximum design sediment
level in the pond and therefore, the pond has always maintained its
design water holding capacity.
