I forwaz•d the following
cormments for your consideration.
Introduction
Because of the complexity of Empire Energy's subsidence pz•esentation, I
will present my comments in the order in which the concerr.~ed sections occur
in the permit docurnent. While this may cause some repetition, I believe it
will reduce confusion and ambiguity.
Specific Comments
4.6.2 Inventory of Structures and Renewable Resource Lards
4.6.2.4 Private Residences (Houses)
The six houses described within the application are subject to the monitoring
requirements of Rule 2.05.6(6)(c).
4,6.2.5 Oil Pipeline
The high pressure oil pipeline which traverses the permit area is subject to
the monitoring requirements of Rule 2.05.6(6)(c). Because of the possible
environmental and hazard consequences of leakage of the oil pipeline, the
operator should also develop an appropriate contingency plan for repair of
possible damage, as well as an effective method of monitoring flow within
the pipeline to ascertain the occurence of leakage as soon as possible,
(cont'd)
