SHELTON, Dlroctor <br />DATE: May 11, 1984 <br />T0: Sandy Emrich 1~~ <br />FROM: Jim Pendleton - I~-•-~"'- <br />RE: Empire Ener orpor ion's Utah Tract Permit Revision Application - <br />Subsidenc s <br />Pursuant to your request, I have reviewed the subsidence aspects of the permit <br />revision application submitted by Empire Energy Corporation for its Eagle No. <br />5 Mine. This specific permit revision application requests permission to <br />expand the permit area of the Eagle No. 5 Mine to conduct long wall extraction <br />within the "Utah Tract". This proposed mine plan area includes acreage <br />previously surface mined by the Trapper Mine. The consequences of this <br />previous surface mining are discussed hereafter. <br />Structures and Renewable Resources Land Inventor <br />The applicant has amended map IV-2 to present an inventory of the additional <br />affected areas. The proposed area includes a previously surfaced mined <br />portion of the Trapper Mine, several topsoil stockpiles, two stock watering <br />pond dams and an access road to the previously mined area. The permit <br />narrative and map are acceptable as amended. <br />NOTE: [SANDY - CONTACT JOE OLIVER CONCERNING THE POTENTIAL REIEWABLE RESOURCE <br />DESIGNATION FOR THE POSSIBLE CHANNEL SANDSTONE AQUIFER I)CCURRING ABOVE <br />THE MINED SEAM. IF JOW FINDS THIS SANDSTONE TO CO NS TITI)TE A RENEWABLE <br />RESOURCE LAND, THEN THE NARRATIVE AND MAPS WILL REQUIRE APPROPRIATE <br />AMENDMENT, AS WILL MY NARRATIVE HERE ABOVE.] <br />Subsidence Inventory and Prediction <br />The applicant has amended the technical subsidence projections included within <br />the previously amended permit application documents to include appropriate <br />projections of surface subsidence above the 5 longwall extracted panels <br />proposed within the Utah Tract. Empire Energy proposes to exi;ract between 9.0 <br />and 13.0 feet of coal utilizing a 600 foot face width longwall, beneath the <br />500 to 900 feet of overburden occurring within the Utah Tract„ Previously <br />surface mined, backfilled and reclaimed spoils comprise up to 100 feet of that <br />overburden in portions of the affected area. Previous observations referenced <br />within the application, from areas within the state of Illinois, suggest that <br />the presence of the backfilled spoil will not significantly effect the <br />magnitude of subsidence, but may increase the observed angle of draw. <br />Appropriately expanded angles of draw boundaries have been indicated upon the <br />amended permit maps IV-2, IV-5, IV-1, each of which has been expanded to <br />include the proposed permit area extensions.
