LOnj <br />UiviriOn Du[cmr <br />The Division has reviewed the New Horizon Mine 1 and 2 permits and the 1995 AHR, and <br />found numerous discrepancies existing within the permit, and between the permit and the <br />AHTZ. These discrepancies made it difficult to determine exactly what the New Horizon <br />Water monitoring and analysis program is. Because of these discrepancies. it was also <br />difficult to determine if Western Fuels is conducting its approved water monitoring and <br />analysis program. The following discrepancies need to be resolved. <br />1- Two sections of permit text exist in the Tab 15 section of Volume I=. The first <br />section runs from Pages 15-1 to 15-18- The second runs from 15-19 to 15-24. The <br />information in both sections needs to be revised to be consistent with each other and <br />reflect the currently approved plan. <br />2. AppenduL 15-1 has been removed from the permit but a page noting where the <br />information from appendix 15-1 can be found since it is referred to in several place <br />in Tab 15. <br />3. In the first paragraph on Page 15-4, it is stated that 'Yhe full suite (surface) water <br />quality analysis (for Mine 1) has been changed £rom monthly to semi-annual". On <br />Page 15-20, however, Table 15-71uts the frequenry for full suite analysis as for Mine <br />1 quarterly, rather than semi-annual. Please revise this to the correct frequency. <br />4. In the second paragraph on Page 15~, a portion of a sentetlce reads "...water level <br />recorders at sites SW-N104 and SW-lOti measure water level stage in the west lateral <br />irrigation ditch.. ". On Page 15-21, however, in Table 15-7, thepermit indicates the <br />two West Lateral Ditch monitoring stations aze SW-N104 and SW-N105. SW-IV106 <br />is act listed in either Table 15-7 of the permit or Table 1 of the 1995 AHR. Please <br />corrett these discrepancies. <br />
