Long <br />Div is~on Director <br />The Division has reviewed Minrec's responses to the Division's <br />questions and comments regarding the 1993 Annual Hydrology Report <br />(AHR). Please review and respond to the following remaining <br />questions and comments: <br />Section I: <br />1. Flow should be measured at the same location where quality <br />measurements are taken, unless a valid demonstration can be <br />provided to show a correlation between flow at the 9-foot <br />culvert and upstream and downstream monitoring locations. <br />Page 3 should be revised to state that flow and quality <br />measurements will be taken in the approved locations. See <br />also ~2 below. <br />Please submit a revised page to be placed in the AHR to <br />correct the sentence as indicated in Minrec's responses. <br />2. An upstream and downstream flow measurement should be taken on <br />Hubbard Creek. Without these measurements a determination of <br />the impact on Hubbard Creek in the event of a mine related <br />discharge cannot be made. There appear to be some tributaries <br />to Hubbard Creek which may contribute flow and increase the <br />total flow in the Creek downstream of the mine. Quality <br />measurements become less meaningful when quantity measurements <br />are not provided. Flow should be obtained at both sampling <br />locations as indicated on Exhibit Z, unless a valid <br />demonstration can be provided to show a correlation between <br />flow at the 9-foot culvert and upstream and downstream <br />monitoring locations. <br />
