Archer, Manager <br />Sun Coal Company <br />5440 Ward Road <br />Suite 210-7 <br />Arvada, Colorado 80002 <br />RE: Meadows No. 1 Mine, File No. C-81-029, <br />1988 Re vegetation Monitoring Report <br />Dear Mr. Archer: <br />As you know, we conducted a sampling program at your mine for vegetative cover <br />on August 12, 1988. Sun Coal Company, Inc. (SCC) personnel sampled the pit <br />area from September 5 through September 7, 1988. <br />We have reviewed your sampling program and compared it's results with results <br />from our program. We have several concerns with your submittal as identified <br />below: <br />1. There are no raw data with the submittal, thereby making it impossible <br />for the Division to verify tables, graphs, results, statistics or <br />conclusions. <br />2. The sampling was conducted across all four reclaimed areas. This <br />presents problems in achieving sample adequacy for cover and production. <br />Sample adequacy at the 80% confidence limit for production was not <br />reached after forty-five samples. In the future it is recommended that <br />samples be stratified according to plant community (seeded area). <br />Results could then be weighted and averaged later for total vegetated <br />area comparisons with the Seneca II Mountain Brush reference area. This <br />type of sampling strategy is the one that CMLRD used and has the benefit <br />of making sample adequacy easier to reach. This also allows illustration <br />of possible problems in individual plant communities. It can then be <br />inferred which areas require additional re vegetation work. <br />3. Sample adequacy calculations were performed at the 80% confidence limit <br />instead of the 90% limit required by CMLRD. <br />4.
